According to gamepodunk.com, Zavvi, a UK retail site, has recently been caught with a PC version of Metal Gear Solid: Ground Zeroes for pre-order for 34.96 pounds(~$56.40 Dollars) This is seen as a rumor by many people due to the fact that it has not been officially announced for any gaming system.
